Capital Improvement Plan
Overview
The Capital Improvements Plan (CIP) acts as an effective guide for the efficient and effective provision of public facilities, outlining capital and infrastructure project timing and finance schedules for a five-year planning period. The City Council examines and updates the Plan on an annual basis, and only the first year of the Plan is approved during the fiscal year budget process. The CIP accounts for a sizable portion of the budget.

What is a Capital Improvement Plan (CIP)?
The CIP identifies capital needs, establishes priorities and identifies potential funding sources. Key sources of identifying capital requirements include the city’s Comprehensive Plan, as well as professional studies of facilities, transportation, and utility needs.
What CIP's are not.

The CIP neither appropriates funding nor grants project approval. Each project must be initiated by the City Council. When financing sources become available, proceedings to commence capital improvements are submitted.
